Tender for purchase of 25 trams suspended – Request for protection of rights filed

The bids sent in response to the tender for the purchase of 25 trams for the needs of GSP Beograd will not be opened on May 7, as the tendering documentation envisaged when this procedure was initiated on April 11, because it has been officially suspended. The reason for this is the submitted request for the protection of rights.

This development related to the tender for the purchase of new trams for the biggest public transporter is not surprising given that, since it was opened, potential bidders have asked an unusually high number of questions regarding the published the tender and its details.

The most noticeable complaints made by potential bidders concern the short deadlines, both when it comes to the bid submission deadline and the planned deadline for the delivery of the vehicles. Because, let us remind, the tender published in April, taking into account that it pertained to only work days, holidays excluded, envisaged a bid submission deadline of only 13 days.

In addition to that, certain potential bidders have also complained that the tendering documentation envisages that the deadline for the delivery of the first vehicles (at least two) must not be longer than 18 months from the day of the signing of the contract and that the deadline for the delivery of all the other vehicles may not be longer than 15 months, counting from the date of the reception of the bidder’s written request. The potential bidders at the tender for the procurement of 25 trams pointed out that the standard delivery deadline, including the homologation, is 30 to 36 months – because it is assumed that each procuring entity will request vehicles which are specific in some way and whose production will require time, and not those that are already in the manufacturers’ stock.

Certain complaints regarding this tender also pertain to the requested mass of the vehicles, the door width, the number of rail trucks…
