Price of construction of Tirsova 2 increases to EUR 141.6 million – Contract awarded to consortium of 10 companies

The Ministry of Public Investment has announced the decision on the awarding of the contract for the construction of the University Children’s Clinic Tirsova 2 to the group of bidders which was the only one to respond to the previous tender, and the value of the awarded contract is EUR 141 million with the VAT (RSD 16.6 billion).

The consortium of the companies SMB Gradnja, W.D. Concord West, Telegroup, MPP Jedinstvo ad Sevojno, A.R.J Technology, DBS, Elektrozapad, Ipon Sistem, Premer Savkovic and PP Inzenjering Stojanovic has been selected in a competitive procedure with negotiations.

Let us remind that the estimated value of this tender was RSD 11.2 billion (around EUR 95 million) without the VAT, and the consortium offered EUR 128 million without the VAT (that is, EUR 153.6 million with the VAT) in the open public procurement procedure.

Their offer formally met the conditions of the tender, but was deemed unacceptable precisely because of the price offered. In the negotiation procedure, the bidder lowered the price, so their final offer – which has been accepted – is EUR 118 million without the VAT, that is, EUR 141.6 million with the VAT.

The contractors are given a deadline of three years to complete the construction. The gross floor area of the new University Children’s Clinic is 61,923.98 m2, and the facility is to have five basement levels and six floors (including the ground floor). The number of hospital beds is 167-230 and 71 beds within the daily hospital, and 528 parking spaces are also planned.

The construction of the new clinic building in Tirsova Street has been actively announced since 2017, when the then prime minister Aleksandar Vucic announced the reconstruction of the University Children’s Clinic in Tirsova Street and the construction of another hospital, Tirsova 2.

When the director of Tirsova, Zoran Radojicic, became the mayor of Belgrade, the topic became current again, so the former mayor announced the beginning of the works for the spring of 2020.


The preparatory works also began in the autumn of 2021, and the consortium consisting of four companies, Novkol, Sky Technologies, WD Concord West and Srbijaautoput, won the contract at the tender for the execution of the preparatory works on the development of the construction site for the building of the new university children’s hospital Tirsova 2 in Belgrade. The value of the job was EUR 6.23 million without the VAT. Radojicic stated at the time that he believed that the construction of Tirsova 2 would be completed by 2024, on the 100th anniversary of the founding of the pediatric clinic in Belgrade.

Let us remind that, in March last year, the minister for public investments of Serbia, Marko Blagojevic, and the governor of the Council of Europe Development Bank, Carlo Monticelli, signed an agreement between Serbia and the EU on the allocation of a grant for the construction of the children’s hospital Tirsova 2, and EUR 35 million had been set aside.
