Tender for Tirsova 2 Terminated – Too-High Price of Works Offered Cited as Reason

On the plot of land for Tirsova 2, on which the preparatory works have long since been finished, the more serious, main works are being postponed indefinitely. It is not yet known for how long, but what is definitely known now is that the Ministry of Public Investment has terminated the tender for the construction of the University Children’s Clinic Tirsova 2, which was opened on July 12 last year, and where the bid submission deadline was September 14.

The tender, as can be seen from the Decision on the Termination of the Procedure, saw one bid, but it was not accepted, because the price offered for the job was higher than the estimated value (the job had been estimated at RSD 11.2 billion, that is, around EUR 95 million).

The only bid was submitted by the consortium of the companies SMB Gradnja, W.D. Concord West, Telegroup, MPP Jedinstvo ad Sevojno, A.R.J Technology, DBS, Elektrozapad, Ipon Sistem, Premer Savkovic and PP Inzenjering Stojanovic. This offer formally met the conditions of the tender, that is, the contest documentation, but it was deemed unacceptable precisely because of the price offered, which was higher by nearly RSD 4 billion without the VAT.

Let us remind that, only several days before the official termination of the procedure, the Ministry of Public Investment did not want to specify when the completion of the procedure of the expert rating of the bids was expected, or when the agreement with the contractors might be signed.

Announcement of construction dating back to 2017

The construction of the new clinic building in Tirsova Street has been actively announced since 2017, when the then prime minister Aleksandar Vucic announced the reconstruction of the University Children’s Clinic in Tirsova Street and the construction of another hospital, Tirsova 2. The next year, when the director of Tirsova, Zoran Radojicic, became the mayor of Belgrade, the topic became current again, so the former mayor announced the beginning of the works for the spring of 2020.

The preparatory works did begin, but only a year and a half later compared to the announced date, that is, in the autumn of 2021. That job, worth EUR 6.23 without the VAT, was won by the consortium consisting of four companies, Novkol, Sky Technologies, WD Concord West and Srbijaautoput. Radojicic stated at the time that he believed that the construction of Tirsova 2 would be completed by 2024, on the 100th anniversary of the founding of the pediatric clinic in Belgrade.


That those projections were too optimistic as well was shown by the next steps made, as the agreement between Serbia and the EU on the allocation of the grant for the construction of the children’s hospital Tirsova 2, for which EUR 35 million was set aside, was signed in March 2023.

It is not known when the new tender is to be opened, but what is known is that, unless there are subsequent changes, when the works officially begin, within a deadline of three years, the building of the new University Children’s Clinic, with a gross floor area of 61,923.98 m2, and five basement levels and six floors (including the ground floor). The planned number of hospital beds is 167-230 and 71 beds within the daily hospital, and 528 parking spaces are also planned.
