More than three fourths of the members of the American Chamber of Commerce in Serbia (AmCham) plan to expand their operations and make new investments in Serbia during 2025, as shown by the “12th Lap Time” survey that AmCham carries out each year in cooperation with Ipsos Strategic Marketing. AmCham members rated the business climate 3 on a scale of 1 to 5, which points to a moderate satisfaction level, with the recorded gradual growth of the number of satisfied members since 2013, when the surveys started.

As key priorities for further growth and stability of the economy, the companies highlighted improving the education, modernizing the labor legislature, reducing the corruption, digitizing the court system and implementing the green agendas.

Stefan Lazarevic, the president of AmCham in Serbia, emphasized the importance of the continuation of cooperation with the Government of Serbia on accelerating institutional reforms, which includes the digitization of the court system and amendments to the Law on Energy.

The prime minister of Serbia, Milos Vucevic, expressed support to the economy and confirmed the dedication of the Government to improving the business environment and pointed out that, in cooperation with AmCham, the Government would work on creating predictable conditions for doing business and attracting investments.

The survey also shows optimism among small and micro enterprises, where the record number of a half of the subjects expect a growth of operations, and a third plan to employ new staff in 2025.

However, both large and small companies cite the availability of labor force as the key challenge and point to the need for a reduction of tax burdens on the labor and an improvement of the education system.
