Tenders Worth EUR 111.6 Million for Expert Supervision over Construction of 7 Big Infrastructure Projects This Year – Procurement of Projects for Completion of Y-Leg Also Planned

Within the Public Procurement Plan of the Ministry of Construction, Transport and Infrastructure for 2024, tenders for expert supervision over 7 big infrastructure projects worth a total of EUR 111.6 million, as well as for the planning of the completion of the Y-leg on Corridor 10, are announced. Here are the projects in question, the dates of the tenders and the individual estimated value of the public procurement procedures:

Pozega-Kotroman highway and Kadinjaca tunnel

The public procurement of services of expert supervision over the construction of the Pozega-Kotroman highway and the Kadinjaca tunnel has been estimated at RSD 3.1 billion. The tenders are planned for the 3rd quarter of this year, and a framework agreement for 60 months is planned, so the value of the procurement is split into 6 years, until 2029.

The Pozega-Uzice-Kotroman highway is part of the future Belgrade-Sarajevo highway, and the section will be 61 kilometers long. A total of 135 bridges and 27 tunnels is planned.

When the foundation stone for the construction of the Belgrade-Sarajevo highway was laid down in 2019, it was announced that the construction of the Pozega-Kotroman highway would begin in 2021.

The value is estimated at EUR 800 million.

The minister of construction, transport and infrastructure of Serbia, Goran Vesic, said in June last year that “there are works being done on the project of the Pozega-Kotroman highway, and the solving of the issue of the financing of the Kadinjaca tunnel is in progress.”

When it comes to the Kadinjaca tunnel, in March last year, the Ministry of Environmental Protection notified the public that it had approved the environmental impact assessment study of the project of the construction of that tunnel, announced several times.

The location requirements for this project, which will enable the road from Bajina Basta to Uzice to be shortened by 6 kilometers, were issued back in 2019.

The investment in the construction of the future tunnel, 1,350 meters long, is EUR 60 million. The works are to be done by the Chinese company POWERCHINA, and it was announced earlier that the completion was expected for 2025.

Vojvodina Smile fast route

The procurement of expert supervision over the construction of the fast route Backi Breg border crossing-Sombor-Kula-Vrbas-Srbobran-Becej-Kikinda-Srpska Crnja border crossing (Vojvodina Smile) has been estimated at RSD 4.2 billion, and it is planned for the 3rd quarter of 2024. The framework agreement is planned for 72 months, until 2030.

The construction of the Vojvodina Smile fast route, 185 kilometers long, began in mid-December in Backi Breg, from where its route will go all the way to Srpska Crnja.

The traffic route is designed for speeds of up to 100 kilometers per hour, and the total value of the project is estimated at EUR 2 billion. According to the announcements, it should be completed by 2028.

Belgrade-Zrenjanin-Novi Sad highway

The public procurement of services of expert supervision over the construction of the Belgrade-Zrenjanin-Novi Sad has been estimated at RSD 3.8 billion, and it is planned for the 3rd quarter of 2024. A framework agreement for 72 months is planned, until 2030.

The plan is for the highway, around 105 kilometers long, whose construction began at the end of 2023, to connect Belgrade, Pancevo, Zrenjanin and Novi Sad and the municipalities of Opovo, Kovacica and Zabalj and for this traffic route to be completed in five years.

The length of the highway will amount to 105.4 kilometers, of which the final 5.5 kilometers will be the fast route.

The construction of the Belgrade-Zrenjanin-Novi Sad highway, which has been pronounced a project of special significance for the Republic of Serbia, was first announced for 2019, then for 2020, then for 2021 and then for February 2022.

In early 2020, the Memorandum of Understanding the Preparation of the Planning and Technical Documentation for the construction of this highway was signed with China Shandong International Economic and Technical Cooperation Group.

Ring road around Uzice

The tender for expert supervision over the construction of the ring road around Uzice, with an estimated value of RSD 200 million, is roughly planned for the 1st quarter of this year.

Let us remind that the construction of the ring road, around 4.8 kilometers long, began in November last year.

The ring road, with a planned speed of 60 km/h and two lanes, will be connected with the tunnel beneath Kadinjaca and the road toward Republika Srpska.


The planning and construction agreement, worth EUR 29.8 million, was signed with Power Construction Corporation of China, and according to earlier announcements, the works should be completed this year.

Zemun Polje-National Stadium railroad

The procurement of expert supervision over the project of the construction of the Zemun Polje-National Stadium railroad has been estimated at RSD 660 million, and it is planned for the 1st quarter of 2024. Three-year financing of the expert supervision job is planned, until 2026.

In January, Vesic stated that the construction of the 18-km railroad, which would also connect Zemun Polje with the future fair complex, the Nikola Tesla Airport and the center of Surcin, would begin in 2024 within the preparations for EXPO 2027.

– The speed on that railroad will be 120 kilometers per hour and it will be part of the future Belgrade city rail system – the minister said.

2nd phase of sewer network construction

In the 2nd quarter of this year, the plan is to also open the public procurement of expert supervision over the construction of the 2nd phase of the sewer infrastructure in Serbia. The value of the job has been estimated at RSD 1.1 billion

Y-leg completion project

The public procurement of the preparation of the project for the E-75 highway section Kelebija border crossing-Subotica Jug interchange, estimated at RSD 116.7 million, is planned for the 2nd quarter of this year.

This is the so-called Y-ley of Corridor 10, that is, the ring road around Subotica, the section from the Kelebija border crossing to the Subotica Jug interchange.

On that section, according to the website of the ministry, the construction of the left lane of the highway remains to be done, and the value of the investment is RSD 950 million.

The whole project began back in 1990, and the sections on sectors 2 and 3 opened to traffic in 2017 and 2018. At the end of January this year, minister Vesic announced that “the Y-leg of Corridor 10 on the highway to Kelebija will be completed as well.”
