Slovenian Eltec Petrol, one of the leading regional ESCO companies (Energy Service Company), offered Serbia public-private partnerships in the renewable energy sources and advanced energy and water solutions. The company provides entire solutions in efficient energy consumptions in panning, construction, rehabilitation and facility management in Slovenia, Austria, north Italy, Croatia, Bosnia and Herzegovina, Serbia, Montenegro and Macedonia.

In his interview for eKapija, General Manager of Eltec Petrol for Serbia, Aleksandar Stankovic, speaks about the company plans in our country, how much and how energy can be saved using their systems and who they are planning to hire.

eKapija: You have recently offered to Serbia public-private partnerships in renewable energy sources field and advanced solutions for water and energy savings which, ,as you claim, could be greater than 50%. Where do you think the solutions could be implemented first?

- Eltec, as the part of the "Petrol" d.d, group is interested in initiating the PPP project and investment in technological and energy rehabilitations of public facilities, public lightning and potable water supplying, loss decrease and optimization as well as construction of energy souces-driven energy facilities.

The basic project objective for which we are interested in is a decrease in primary fuel consumption, decrease in air pollution decrease in potable water loss, business costs decrease (fuels and maintenance) through usage of new and reliable equipment as well as our services of techno-economical optimization of system operations.

The entire solutions which we implement within the project, generate efficient energy and water consumption in: public buildings, sports buildings, commercial and industrial facilities and utility companies which provide citizens the public lightning services, water supply, distant heating and cooling.

eKapija: When we are speaking about the Group level, what are the experiences of Eltec when it comes to public-private partnerships outside the boundaries of Serbia?

Eltec Petrol is the leading company in the region in the field of energy efficiency and energy contracting with the biggest number of reference projects conducted in line with the principle of contractual provision of energy savings and contracted energy supply. Along with the name of the Eltec Petrol, the entire decade of project implementation is connected to. The projects relate to decrease in consumption as well as energy and water consumption decrease, operational costs, maintenance and management of large energy systems. Since 2002, when the first contract of this type was signed with the Kranj municipality, until today, many contracts of this kind have been signed and all of them were successfully implemented or are in progress. As a good practice example, I would like to mention the contract with the University in Maribor signed for the period 2010-2025 which comprises 28 facilities on 140.000 m2, where the financial value of generated savings only in the first year totaled some EUR 300.000.

eKapija: When it comes to energy and water supply systems, what makes Eltec famous in that field?

- In the area of distant energy, we implement projects of construction and modernization of the system, boiler room conversion as well as techno-economical optimization with a decrease in primary fuel consumption, decrease in heat losses and system operations costs decrease. We modernized all biggest and a number of smaller distant heating systems in the region.

We implemented efficient lightning on systems of public and interior lighting with potable water losses decease and delivery service quality improvement on the project of water supply system optimization.

We modernized business and public buildings, kindergartens, schools, universities, swimming pools, etc. and thus decreased energy consumption and/or ensured energy consumption monitoring.

eKapija: How much savings your systems can bring in these fields?

- Through the model of contracted provision of savings, we offer our clients entire solutions with the guarantee of performances. After the implementation of the situation analysis and consumption in facilities and public systems, we suggest to our clients investment measures with financial estimations for their implementation and we generate estimation of potential savings in the period of the contract. The approach to every project is individual and is shaped in developmental stage in line with a customer’s requirements.

After signing the agreement, we fund and implement investments with a constant effects analysis which we maintain as long as the contract is effective. Payment of our services depends on the contracted results. This way, we as a contractor, take over technical and financial risk.

Savings are high and depend on the business segment they are implemented in. Generally the savings go to even 50% or up.

eKapija: Who do you cooperate with in Serbia and which companies do you see as potential new customers?

-Services which Eletec Petrol provides are applicable in many areas. We see potential new customers in local self-governances, utility companies, hotels, business and sports facilities, etc.

eKapija: What are your future plans for Serbia?

- In the next period, we are planning to sign the first ESCO contracts this year. Since Eltec Petrol has an investment potential of some EUR 30 mil annually, and these kinds of contracts for local self-governances do not include additional debts and they do not burden the budget, I expect significant increase in business in Serbia. The focus will be on new investments and hiring of young people.
