Preparations for Construction of National Stadium and EXPO Center Start – Tender for Second Phase of Planning Infrastructure from New Belgrade to Surcin Published

The Belgrade Land Development Public Agency has opened the public procurement procedure for the preparation of the technical documentation for the construction of an infrastructure corridor from New Belgrade to Surcin. This is the second phase of the realization of the infrastructure corridor for the purposes of the equipping of the National Stadium and the EXPO center in Surcin.

The value of the procurement has been estimated at RSD 23 million and it entails technical documentation for the construction of hydro-technical installations within the infrastructure corridor of the state road (the section from New Belgrade to Surcin, as well as the continuation of the highway E763, Belgrade-Pozega).

This will enable a two-way water supply (in phase I, from the direction of Surcin), and in this phase, from the direction of New Belgrade, as well as the drainage of all waste waters from the location (in phase I, one part of the waste waters is directed toward the Batajnica Sewer System), and in this phase, a part of the used waters will be directed toward the Central Sewer System, until the downstream primary structures of the Batajnica Sewer System are built.

Within the development through the project documentation within the zone of the installation of the infrastructure, a utility corridor should be planned, 3.5 meters wide and around 7,850 meters long.

Within the construction of the infrastructural corridor from New Belgrade to Surcin, a section of the main water pipeline around 8,500 meters long should be planned, for the purposes of connecting the planned complex of the National Stadium.

For the purpose of draining the used waters from the location of the Spatial Plan of the Special-Purpose Area of the National Football Stadium, along said infrastructural corridor, a fecal sewer system needs to be planned, from the pumping station KCS-1, which is covered by other technical documentation, to the existing fecal collector in Dr Ivana Ribara Street.

Along said infrastructural corridor, a fecal collector to the existing fecal sewer in Dr Ivana Ribara Street should be planned, with a total length of around 8,000 meters, for the purposes of draining the used waters from the area covered by the Spatial Plan of the Special-Purpose Area of the National Football Stadium for both phases. If needed, a relay pumping station should be planned within the infrastructural corridor.

Bids may be sent by July 24.

Let us remind that Serbia has been chosen to host the renowned specialized world’s fair Expo 2027, winning all four rounds of voting at the General Assembly of the International Bureau of Expositions (BIE) in Paris.

While presenting Serbia’s candidacy to the delegates of BIE in Paris in April this year, the president of the Chamber of Commerce and Industry of Serbia (CCIS), Marko Cadez said that the net value of the investment in EXPO 2027 was a total of EUR 300 million.


The EXPO 2027 complex, which includes the construction of the National Stadium and the accompanying accommodation, commercial capacities and exhibitions space, will spread on around 167 ha, according to the Decision on Determining the Spatial Plan of the Special-Purpose Area of the National Football Stadium from February 2023.

For the construction of the EXPO 2027 complex, 113 ha is planned, for the exhibitions space, 83.1 ha, for the side accommodation capacities, 6.9 ha, whereas the accompanying commercial features will spread on 22.9 ha. This comprises nearly 70% of the planned 167 ha. The rest consists of traffic areas, water, green and infrastructure surfaces.

The minister of finance of Serbia, Sinisa Mali, shared on his Instagram profile what EXPO 2027 would contain.

Recently, following the tendering procedure, the Ministry of Finance awarded the job of the project management, expert supervision and running of the construction of the National Football Stadium to a group of bidders consisting of the Building Directorate of Serbia (Gradjevinska direkcija Srbije), Project Biro Utiber from Novi Sad and two Hungarian companies, Utiber Road Investment Ltd. and VIKOTI Mernok Iroda Kft. The value of the tender is RSD 1.65 billion (around EUR 14 million).
