Continental Wind Serbia stays without construction permit for wind park at Kovin

The construction permit for the Cibuk wind park construction at Kovin, totaling some EUR 30 mil was suddenly cancelled for Continental Wind Serbia


General Manager at Continental Wind Serbia, Ana Brnabic, says thus brought wind park construction into question.
- Two weeks ago, the Ministry of Construction cancelled finality of construction permit for the wind park whose issuance procedure lasted for five years and where the company poured EUR 30 mil – Brnabic said at the renewable energy resources conference organized by the Central European Development Forum (CEDEF).

The Cibuk wind park in Kovin should generate 145 MW. She could not say when the construction will start. As she outlined, if this stays the way it is, the construction will be delayed and it was planned to start this year.

This is, as she pointed out, a big stroke for the entire wind park industry in Serbia because, as she said, all permits were issued in the same manner.

- I do not know whether this procedure of the Ministry will be followed by the cancellation of all other construction permits for wind parks in Serbia – she said and pointed out that, if the situation remains the same, they will need five years to get another construction permit.

- I do not know what is next. Today we are having a meeting with SEWEA whose member is je Continetal Wind Serbia – she said and added that the resource Ministry of Energy was not included.

Brnabic said that the construction permit for the wind park of Continental Wind Serbia was caused, as she said, because it was not clear whether a power transmission station essential for wind park operations can be registered as investor’s. She also pointed out that the biggest remark of investors in wind parks in Serbia is an unstable and unpredictable legislation framework which changes that field very often as well as incomplete implementation of legal provisions.

Without wind parks, Serbia, as she said, will not succeed in achieving objective that by 2020 produced 27% of total electricity consumption from renewable energy sources.

She said that total investments in wind energy in Serbia, in order to reach defined quota of 500 MW from wind parks, will total EUR some 700 mil which is important for Serbian economy.
