Chinese called to build Corridor 11

The Ministry of Construction has called Chinese companies to participate in the tender for selection of the concessionaire for building and maintenance of three sections on the highway Belgrade - South Adriatic. These are the parts of Corridor 11, in the longitude of 151,7 km. Deadline for submission of documentation is October, 25, and applications for qualification will be open on October, 28, at the Ministry.
The object of concession is financing, construction, operation and maintenance of the highway from the loop in Surcin to Obrenovac in the longitude of around 17,6 km, including the new bridge across the Sava river, as well as section from Preljina to Pozega in longitude of around 31 km. However, the concessionaire will use (will charge tolls) and maintenance section from Obrenovac to Preljina in the longitude of around 103 km, whose construction will be financed from the budget of Azerbaijan and the Chinese loan.
The concession can last maximum 50 years, according to the Ministry, but this project is going to have negotiable shorter length. The call was delivered to Chinese companies, and China has special investment funds for public private partnerships and concessions.
-The best solution would have been taking up loans for construction of these two sections, but that is not possible at the moment, as Serbia is in over debt, says Miodrag Jocic, the State Secretary at the Ministry of Construction.
- We need to build the highway, because according to the black statistics, in the past several decades around 18.000 traffic participants was killed on Ibarska main road. The highway from Obrenovac to Preljine, built from the budget and loan would not have large number of vehicles if entrance to the highway was not in Belgrade. We used the World Bank's software and we came up with several different scenarios how to finish this part of Corridor 11 fastest and the only possible solution at this moment is to give the concession for construction of the two sections from Surcinska loop to Obrenovac and from Preljina to Pozega, but also we must give to concessionaire the section from Obrenovac to Preljina on maintenance and use. The proposal was given the green light by the Serbian Government and this is the only way to have the highway in the shortest time possible.
Excellent solvency
Chinese companies, which respond to the call by the Ministry of Construction, must have excellent solvency assigned by the qualified specialized agency or first class credit rating. Also, the condition is to have the annual turnover of at least 2 billion EUR for the last three years, experience in highway construction of at least 150 km in the last five years, and experience in highway maintenance of at least 150 km in the last five years.
