Project of Serbian-Chinese Industrial Park gets off ground – Looking for preliminary design for heating plant to heat complex in Borca

The Ministry of Domestic and Foreign Trade has opened the tender for the preparation of the technical documentation for the construction of a heating pipeline for the needs of the Serbian-Chinese Industrial Park Mihajlo Pupin in Borca, a complex whose construction has been announced for years. The subject of the public procurement procedure is the preparation of the preliminary design of the thermal energy facility – heating plant “Mihajlo Pupin”, which will supply the complex with heating energy.

According to the Spatial Plan of the Special-Purpose Area, the plan is to build a heating plant with a total installed capacity of around Q = 232 MW, which would serve to supply all future consumers in the complex with heating energy for the heating and preparation of hot water, and the possibility of central cooling for the consumers is planned as well.

However, according to the technical specification of the job, as the most effective solution, it has been chosen to connect to the central heating system only those areas which belong to commercial activities (business residence, business apartments and sales), whereas industrial (production) activities are not planned to be connected to the central heating system. The estimate of the number of consumers of the heating energy is therefore significantly lower than the one in the Spatial Plan of the Special-Purpose Area and amounts to a total of 79 MW.

According to the project task, the heating plant will use natural gas as the main fuel and light low-sulfur fuel oil as backup fuel. For the needs of supplying the consumers with heating energy, the installation of four hot-water generators is planned, and for the supply of the heating plant with natural gas, the construction of a metering and regulating station with a capacity of 11,000 m3/h is planned.

Low-sulfur light fuel oil is planned as the alternative fuel for the supply of the heating plant, so it is necessary to plan an overground tank (with reserves for 15 days) and a pumping station for the supply of the burner with liquid fuel through a steel pipeline.

The project of the Serbian-Chinese Industrial Park Mihajlo Pupin entails the construction of an industrial zone of 505 ha in Belgrade in Belgrade, on the left bank of the Danube, in close proximity to the Zemun-Borca Bridge (Pupin Bridge), in the southwest part of Pancevacki Rit and north of the so-called Northern Tangent. The project entails the construction of various complementary features such as: an industrial park, an international commercial center and a hi-tech park. The aim is for the construction of one such complex to incite production, the development of high technologies, as well as trade and to form a regional trade and industrial center.


As eKapija wrote this summer, for months, there had barely been any mention of the project of the Serbian-Chinese Industrial Park Mihajlo Pupin in Borca, but then the government adopted the decision determining the public interest for expropriation, that is, the administrative transfer of the real estate, to the end of the construction of the Mihajlo Pupin heating plant, in line with the Decree on Determining the Spatial Plan of the Special-Purpose Area for the Realization of the Project “Serbian-Chinese Industrial Park Mihajlo Pupin”.

Let us remind that the construction of this park, a project which is jointly realized by the Government of Serbia and China Road and Bridge Corporation (CRBC), has been announced by the highest state authorities for years. In 2018, the Ministry of Finance signed the agreement on the construction of this park with CRBC in Beijing. Then, in November 2019, those in charge announced that the construction of the industrial park in Borca should begin at the end of March 2020 and added that the financing of the project had been discussed at the meeting with representatives of the Bank of China, which had confirmed that it would finance all the companies arriving from China to the industrial park. However, the coronavirus pandemic followed.
