One of the parts of the budget that always draws the most attention is the one with the capital projects and expenditures for them in this, but also the next two years. The most recent budget proposal for the city of Belgrade, which will be put before the members of the city parliament this Monday, and which eKapija has had an insight into, shows that some projects which have been announced on several occasions in the past years are not in it, whereas some other, which are disputed by a major part of the public, are still there, as well as that some announced projects will become priorities for financing only in the next two years.
For example, for access routes to Prokop (it’s the access routes from the direction of the highway that are missing), no funds are planned this year. For next year, RSD 468 million is planned for this project, and in 2026, around RSD 1 billion.

The project of the expansion of the traffic route on the Slavija-Zicka has also been announced for a long time. In the past years, certain steps have been taken (in the form of the expropriation and demolition of certain facilities on the route of the future wider traffic route), but funds for the project are planned only for 2026, more concretely, RSD 720 million, according to the budget proposal.
At least according to the city budget, the gondola project, quite controversial in the public, is not being abandoned. True, in the next two years, there are no funds for this project either, but RSD 420 million is planned for 2026. The procurement and installation of a flag pole, another project that’s been disputed in the past years, is not being abandoned either, but no funds are planned this and next year, but only in 2026, RSD 321 million.
When it comes to more prominent projects, for years now there has been talk about the construction of a pedestrian-bicycle bridge on the Sava. Regarding that, the part about the capital projects within the budget says – nothing this year, 10 million next year and then RSD 2.6 billion in 2026 for that project.
What, then, are the capital projects for which funds will be set aside this year and in the next two years?
The budget says – Patrijarha Pavla Blvd, the underpass at the connection of Umetnosti Blvd and Crvene Armije Blvd, the regional waterworks Makis-Mladenovac, the Linear Park, the Nikola Pasic Square, the reconstruction of facilities for the needs of the City Museum, the subway…
For one of the most infamous projects of the city of Belgrade in the past five years, the reconstruction and expansion of Patrijarha Pavla Blvd, RSD 14 million will be set aside this year, RSD 1 billion the next year, and slightly over RSD 6 billion in 2026.
If, as expected, the budget is adopted, the Linear Park, a project which has long since joined those that are being delayed, is to get slightly over RSD 1 billion this year, RSD 3.68 billion next year and then RSD 5.4 billion in 2026.

For the New Belgrade underpass at Umetnosti Blvd and Crvene Armije Blvd, this year, the budget envisages RSD 222.4 million, RSD 391 million next year, and then RSD 377.5 million in 2026. Not far from there is the bus and rail station complex in Block 42, for which RSD 62 million is planned for this year, RSD 241 million for the next year, and then RSD 261 million for 2026, whereas for the second phase of the works on the bus station itself in Block 42, RSD 222 million is planned for this year and another RSD 3.78 billion in 2026.
When it comes to cultural facilities, around RSD 253.7 million is planned for the long-awaited reconstruction and repair of the Bosko Buha Theater, and RSD 420.7 million for the next one, whereas for the reconstruction and repurposing of the facility in Resavska Street (the future City Museum), the plan is to set aside RSD 76.9 million, and then RSD 2.9 billion and RSD 1.5 billion in the next two years respectively.

There are no concrete funds, in the section about the capital projects for the next three years, when it comes to the reconstruction of Kneza Milosa Street, the expansion and reconstruction of Kralja Aleksandra Blvd. from Cvetkova Pijaca toward Ustanicka Street and the construction of the bridge near Ada Huja.
Subway projects from millions to billions
“The project above all other projects”, the one that has been on Belgrade’s agenda for decades, but regarding which there are still very few visible results in the field, is the Belgrade subway. If the section with the planned capital projects in the next three years is looked at more carefully, it can be seen that, for various jobs related to the subway, plenty of money will be set aside from the city budget – ranging from several million to several billion dinars.

This year, for the equipping of the Makisko Polje location, RSD 1.5 billion is planned, whereas for the preparation of the feasibility study and the preliminary design for line 2 of the subway system from Bezanija to Mirijevo, slightly over RSD 1 billion is planned this year, and around RSD 533 million for the next one.
The job called “project manager for line 1 – project management and supervision over the construction of the subway in the location Makis Depot and line 1” requires funds of RSD 469.5 million this year, RSD 563 million next one and RSD 1.1 billion in 2026, whereas for “project manager for line 2 – project management and supervision over the construction of the subway in the location Makis Depot and line 2” – nothing is planned this year, but the funds for next year amount to around RSD 900 million, and for 2026, as much as RSD 6.9 billion.
For the preparation of the technical documentation and execution of the works on the construction of the depot in Makis, RSD 253 million is planned for this year, and RSD 264.6 million for the next one, whereas for the preparation of the preliminary design of line 3, no funds are set aside from the budget this year, but this will change drastically next year, when an expenditure of around RSD 1 billion is planned for that purpose, and in 2026, when around RSD 2.49 billion will be set aside.
