It is practically the seventh time, counting all the extensions, that the City of Belgrade and the Delegation of the European Union to Serbia have invited interested parties to apply for the construction of sewage on Belgrade's left bank of the Danube.
The first public tender was published in March 2022 and since then it has been extended 4 times, the last time in September last year, without explanation, in order for a new tender would be announced in February this year - and it has now been extended once again.
As explained in the last call, the criteria for the selection of contractors was changed. So instead of experience in at least two sewage network projects in the previous 10 years, now that period is increased to 12 years.
Additionally, the application deadline was extended from May 24 to July 19.
The project of constructing 80 km of sewage aims to improve wastewater services for the currently under-served population on the left bank of the Danube River.
The works should include the design and construction of the primary and secondary sewage network in the mentioned communities and the wastewater collection system in the community of Krnjaca (divided into five service zones), with connections for customer service, the reconstruction of the Kotez sewage pumping station (reconstruction) and the construction of the main sewerage system leading from the Kotez pumping station to the existing main sewage system on Zrenjaninski road, as well as the reconstruction of the Borca sewage pumping station and the construction of the main sewage system leading from the Borca pumping station to the existing main sewage system on Zrenjaninski road.
Solving the sewage problem on Belgrade's left bank of the Danube, which includes the construction of a treatment plant in Krnjaca and the construction of sewers in Krnjaca, Kotez and Borca, has already been announced several times in the last five years.
As the then-Deputy Mayor Goran Vesic said at the time, the construction of the sewage system on the left bank of the Danube will cost EUR 55 million, out of which the value of the financing contract signed by the City of Belgrade with the European Investment Bank is EUR 35 million, whereas EUR 20 million is provided from the city's budget.
Vesic, who in the meantime became the Minister of Construction, Transport and Infrastructure, answered the questions of the members of the Parliament of Serbia last year and advised that the tender for the construction of 80 km of sewers had been completed.
- They chose a company from Turkey and now the contract for the construction of the sewage system is being signed - said Vesic on April 27, as reported by "Insajder".
At the time, Belgrade Land Development Agency, the contractor for the first tender, stated that in cooperation with the representatives of the European Investment Bank, a review of the bids received in the tender for the construction of 80 hm of sewerage in the area of the Krnjaca community is underway.
On the other hand, in April last year, Mayor Aleksandar Sapic also stated that the city will look for other sources of funding if the European Investment Bank does not approve funds by June.
In early October, Delegation of the EU to Serbia has announced that the contract had not been awarded.
