GSP Beograd Opens Tender for Purchase of 25 Trams – Second Attempt After Termination of Tender in November

The public transport company of the city of Belgrade, GSP Beograd, following the termination of the tender for the purchase of new trams in November, has again opened the public procurement for the purchase of trams for public transport. As can be seen from the tendering documentation, this pertains to the procurement of 25 trams, and if the tender is successful this time, it will be the first purchase of trams for GSP since a total of 30 Spanish CAF trams were delivered over a decade ago.

– The new trams should be designed and built for a life cycle of at least 30 years of a secure and reliable exploitation. Trams are considered to travel around 70,000 km a year. The length of the tram (without the connecting parts) should be 29 to 32 m, and the biggest width in the widest part of the tram needs to be in the 2.20-2.40 m range, including rearview mirrors and turn signals. The capacity of the tram needs to be at least 40 seats, not counting the foldable seats. The number of places for standing should be calculated using the criterion of 4 persons/m2. The minimum capacity of the tram must not be lower than a total of 160 passengers – the tender specifies.

Let us remind that GSP opened the tender for the purchase of 20 trams in mid-November 2023. In the previous tender, nearly identical conditions were required as the ones in the new public procurement procedure. The November tender was opened after the September session of the City Assembly, when, by a majority decision, GSP borrowed EUR 325 million, ahead of the announced purchase of trams. However, this procurement was quickly stopped, and the reason cited was that, after the public procurement procedure was initiated, GSP was informed by the competent secretariat of the City of Belgrade that the secretariat could secure a more favorable form of financing for the purchase of the vehicles which were the subject of the public procurement procedures, with the support of the Government of Serbia, thereby enabling the purchase of a considerably higher number of vehicles.
