Tender for National Single Electronic Window – Soon without Paperwork and Time Loss in Cross-Border Trade

The Ministry of Construction, Transport and Infrastructure of Serbia has opened the tender for the design and implementation of the National Single Electronic Window.

As said in the public call, the system is supposed to increase transparency and reduce the costs of the cross-border trade in the Western Balkans.

It is a uniform system which will integrate the data of over 10 institutions, such as apps for obtaining certificates, phytosanitary inspections and others.

The concept will also encompass an automated (paperless) system of import and export, which is currently being developed in Serbia.

The tendering documentation points out that the National Single Electronic Window will facilitate the procedures of import and export for both the economy and the customs administration.

The system will be located in the State Data Center in Kragujevac and the Data Center of the Customs Administration.

The project is financed from a World Bank loan.

According to the website of the Customs Administration, the Government of Serbia signed the agreement on a loan worth a total of EUR 35 million with the World Bank in 2019 for the Western Balkans Trade and Transport Facilitation Project.

Within this project, the subcomponent Western Balkans Goods Traffic Facilities is planned, which also encompasses the preparation and implementation of the National Single Electronic Window, worth EUR 6 million.


– The National Single Electronic Window will connect all the participants in the external trade, both the state organs and the business community and enable a quicker and more efficient execution of external trade – the Customs Administration says.

For the purposes of the preparation of the technical plan for the National Single Electronic Window, the World Bank signed an agreement with the consulting company KGH Customs.

The completion of the project is expected in December next year.
