Will the National Stadium Pay Off? – Ministry of Finance Commissions Feasibility Study

The Ministry of Finance has published the tender for the preparation of the Feasibility Study for the needs of the construction of the National Football Stadium in the territory of the city municipality of Surcin in Belgrade.

The procurement procedure encompasses three phases.

First, the conceptualization entails an overview of the goals that the development of the National Stadium is supposed to meet, a presentation of the framework plan of the project, a display of the adopted design of the stadium and its functions, an analysis of the features and the comparative practices, the defining of the amount of the investments and a risk analysis.

In the second phase, the location will be evaluated – a display of the solutions concerning the accessibility of the location. Also, an analysis of the target groups (fans, families, corporate segment) will be done, the demand of the tourists, the competition, as well as an analysis of the prices in the reference market.

The final phase entails the operating income and expenditures (in order to, for example, estimate the number of various types of seats), a comparison of the ticket prices with the reference stadiums, an estimate of the operating costs and other items.

In this phase, an evaluation of the income trends over a period of 10 years of operations, the preparation of the success balance for that period, the preparation of reports on the money flows of the stadium and an analysis of the sustainability of the project will be done as well.
