Location of New Port of Belgrade to Bypass “Belgrade Amazonia” – Bulk Cargo Terminal Worth EUR 83.4 Million by 2027

The Port Governance Agency has submitted to the competent ministry the request for determining the scope and the contents of the environmental impact assessment study for the project of the construction of the terminal for bulk cargo (aggregates) of the new port in Belgrade, in Krnjaca. The construction is planned in several phases, and the total value of the investment will be around EUR 83.4 million, as can be seen from the document that was prepared by ECOlogica URBO doo from Kragujevac, whereas the author of the preliminary design is the Belgrade-based Ehting. The plan is for the construction of the terminal to begin this year and end in 2027.

As we have already written, said terminal will be one of the two planned terminals in two locations in Belgrade, within the port area of the new port in Belgrade. And aside from the terminal in Krnjaca, Belgrade will get the new main port, as eKapija learns, upstream from the Pupin Bridge, on the Banat side, but not in the location of the “Belgrade Amazonia” – Beljarica, which was a contentious issue previously, as it is the habitat of a large number of protected bird species. Instead, it will be built not far from it.

The bulk cargo terminal which is the subject of this request is planned on cadaster parcels in the Belgrade municipality of Palilula, in the cadaster municipalities of Krnjaca and Ovca, around 8 km northwest of the center of Belgrade, on the left bank of the Danube, at the river kilometer km 1160+800.00. The pumping station Reva is located behind it.

The Urban Project was prepared for the planned terminal by the Urban Planning Institute of Belgrade in 2021, and the location requirements were issued in January this year.

According to the project, the terminal will have an operating coast 630 meters long and six docks, or reloading spots, 105 meters long.

The project of said terminal also plans a landfill of raw materials, subterminals for sand and gravel separation, subterminals for the aggregate for concrete and concrete asphalt bases, the head office building and buildings for port operators, a corridor for the passing of a rail track, traffic areas, a parking lot, green areas and a switchgear and a substation.


The plan envisages six port operators at the terminal, which, as estimated, will realize a total income of around EUR 9.1 million a year on average.

– At the same time, based on the data on the projected volume of the reloading, the public sector could realize an income of around EUR 240,000 in total per year on average based on the fees for the use of the coast, the docking fees and demurrage. Depending on the financing model and project organization, the public sector will also realize income based on the fee for the use of the port, that is, the concession fee.

In the request, the growing needs of the economy for the transport of bulk cargos by internal waterways and their rational distribution across the Belgrade area are cited as the direct benefit from the construction of the bulk cargo terminal.

– The construction of the terminal would concentrate the long-term port activity of the reloading of bulk cargos on one of the several planned locations which are adequately built and equipped. The negative effects of unplanned reloading in the coastal zone in the territory of Belgrade would thereby be removed and, at the same time, the conditions for an adequate response to the needs of the construction industry would be created – the document specifies.
