The Serbian government yesterday adopted a number of amended regulations related to agriculture, concerning subsidies per head of livestock and increases in levies and premiums for milk.

By amending several decrees, among other things, levies for cheese and other products will be increased to RSD 300, and levies on evaporated milk in the amount of RSD 300 will be introduced.

Subsidies per head for breeding dairy cows are being raised, from RSD 30,000 to RSD 40,000. The total increase amounts to RSD 2.3 billion, and a total of RSD 14.3 billion will be paid for this measure in the current year. The measures will apply to all dairy cows, of which there is a total of 228,823.

When it comes to milk premiums, they will be increased from RSD 15 to RSD 19 per liter in the second, third and fourth quarter of 2023, and the total increase will amount to RSD 3 billion. The total amount for milk premiums this year will be RSD 15 billion.

The measures are contained in the proposed amendments to the Regulation on the distribution of incentives in agriculture and rural development in 2023, the Regulation on defining the Annual Program of the development of consulting jobs in agriculture for 2023, the Regulation on defining the Program of financial support to agricultural producers of 2022 sunflower harvest and the Regulation on the extraordinary intervention measure of support to producers of confectionery for the purchase of powdered milk.

The Decision on amending the Decision on the determination of agricultural and food products for which a special duty is payable upon importation and the determination of the amount of the special duty was also adopted, given that a detailed analysis and monitoring of the situation on the milk and milk products market showed that increased import of semi-hard cheeses, despite the protective measures, led to the destabilization of domestic cheese production, the creation of surpluses and the impossibility of marketing due to the non-competitive import price, as announced on the government’s website.

That is why it was proposed to increase the special duties on the import of six types of cheese from the European Union market and other markets.
