The Detailed Regulation Plan which the City of Zajecar has put up for a public review covers around 1,700 hectares. Three units are planned within the solar power plant, and within each one, the plan is to have several groups of solar panels (solar fields) which are interconnected by internal roads and the accompanying infrastructure in the function of the power plant. The solar fields, according to the DRP, can, but don’t have to, comprise independent functional units in the sense of production or consumption of electrical energy and connections to the power system of Elektromreza Srbije (EMS).
The total power of the solar power plant is around 150 MW, and the individual power of the solar panels will be defined during the technical development of the project in line with the phases and the dynamics of the realization, as well as the technical characteristics of certain types of the solar panels that will be installed in all or individual solar fields.
The plan also envisages the construction of an X/110 kV substation in the function of the solar power plant and the construction of a Y/0.4 kV substation for the own consumption of the facilities and equipment within the solar power plant.
The zone for the production of electrical energy is split into three separate units on around 437 ha of land.
Within the solar field, the panels are mounted on a steel structure with shallow foundations (1-1.2 meters), elevated to the height sufficient for the working and maintenance of the land below, while achieving the optimal angle for the reception of solar power and its transformation into electrical energy.
Considering that the said location is a slope with a primary orientation toward the south, the elevation of the load-bearing structure at a certain inclination achieves the optimal conditions for the utilization of solar power, so that the area beneath the structure can, per wish, be used for agricultural purposes, namely, as the grazing ground for smaller livestock, or potentially for working the soil, except that the plants would have to be of the kind that doesn’t require too much sunlight and not growing above 60 cm, so as to avoid interfering with the operation of the panels.
The dimensions of the planned photovoltaic panels are roughly 2.4 x 1.3 x 0.35 m. The weight of the panel itself is around 34.5 kg. The frame of the panel is made of aluminum. The life cycle of this type of a panel is 25-30 years, whereby its efficiency drops with time at a gradient of around 0.4-1% a year.
A control and supervision building is planned as well, as a facility of a container type for the equipment for the monitoring of the operations of the power plant.
The land on which the construction is envisaged, according to the plan, is primarily privately owned agricultural land, mostly devastated and unsuitable for soil-working, with a network of categorized roads, which, according to the current state, allows for access of agricultural mechanization. Most of the land covered by the plan is comprised of seventh-class grazing land.
The plan was prepared by Projektura d.o.o. from Belgrade, and the public review will last until March 14, 2022.
