Sarajevo Canton to Adopt Strategy for Limited Use of Coal and Other Solid Fuels

The Government of the Sarajevo Canton has approved the Proposition of an agreement on financing between the United Nations Development Program (UNDP) and the Sarajevo Canton – the Ministry of Spatial Development, Construction and Environmental Protection to the end of preparation of the Strategy for Limited Use of Coal and Other Solid Fuels in the Sarajevo Canton for 2021-2031, which is one of the activities within the “Green Economic Development” project.

Minister Faruk Kapidzic is authorized to sign this agreement with the UNDP, as the implementer of the project.

The Strategy of Development of the Sarajevo Canton Until 2020 and the Environmental Protection Plan of the Sarajevo Canton (KEAP) define the priority projects aiming to protect the environment, primarily air. Among other things, the plan is to prepare the Strategy for Limited Use of Solid Fuels at the Sarajevo Gorge. The Assembly of the Sarajevo Canton has also entrusted the preparation of this strategy to the government and the competent ministry.

To that end, the Ministry of Spatial Development, Construction and Environmental Protection has initiated activities in cooperation with the UNDP. The estimate is that the preparation of the study will cost around BAM 400,000, which will be provided by the Embassy of Sweden and said ministry, each contributing BAM 200,000.

The preparation of the Strategy for Limited Use of Coal and Other Solid Fuels entails, among other things, an analysis of the current state, that is, the making of a list of all the sources of solid fuel emissions, including households (around 100,000 facilities), an analysis of available fuels and furnaces, their impact on the quality of air, a proposition for the establishment of a system of certification of furnaces and the control of the kind and the quality of solid fuels, as well as an overview of potential measures for the reduction of emissions.


Based on the collected data, the strategy will also provide lists of priority zones and populated areas which have the biggest impact on the quality of air and show where resources for the repair and upgrade of the heating systems of individual facilities and their energy efficiency should be directed.

The strategy will also define the resources needed for users to switch to ecologically acceptable energy sources.

Parallel with these activities, the Ministry of Spatial Development, Construction and Environmental Protection is also planning and carrying out a range of other activities aiming to prevent and reduce emissions into the air, the ministry says.
