Russian Citizen Gets First Montenegrin Passport Within Economic Citizenship Project

Montenegro has issued the first passport within the project of economic citizenship, to a Russian citizen, Montenegrin media report.

The information was officially confirmed by Henley & Partners, one of the three licensed agents for mediation in that project. For reasons of confidentiality, they couldn't disclose the name of their client or the state of origin.

The company, which has 30 offices worldwide, says that they have received requests for the Montenegrin citizenship-through-investment program from all continents.

The government's three-year program for the acquisition of economic citizenship through investment started on January 1, 2019. A total of 2,000 passports will be issued through it.


Under this year's budget plans, EUR 15 million was supposed to be paid to the state budget through the realization of the project, but the budget rebalance does not include a projection of those revenues, due to the current coronavirus crisis.
