New Law on Public Procurement Procedures adopted – Tenders to be electronic exclusively, limits set for purchasing goods and works as well

The National Assembly of Serbia adopted the Law on Public Procurement Procedures today. The law sets new values up to which it does not apply and the values for which it does, all in line with the practice of the neighboring EU states.

A new public procurement portal is introduced, which will enable electronic public procurement procedures, communication and exchange of data in public procurement procedures, including the submitting of bids. More about the new law can be found in a separate article.

The law does not apply for procurement of goods under RSD 1 million or in contracting works cheaper than three million.

If the public procurement procedure pertains to a design contest for the purpose of diplomatic missions whose value is lower than RSD 15 million, or for works up to 650 million, the law does not apply.


A new type of procedure is implemented – “partnership for innovations”, and services in healthcare and culture will be carried out under less strict requirements and through shorter procedures.

The law is one of the requirements for the opening of the negotiation Chapter 5 (Public Procurement) in EU negotiations.
