The change is a part of the agreement between EMS and the operators of Macedonia (MEPSO), Bulgaria (ESO) Romania (Transelectrica), Hungary (MAVIR), Croatia (HOPS) and Bosnia and Herzegovina (NOSBIH) on the procedure and the manner of the distribution of the rights of usage of cross-border transfer capacities and the access to cross-border transfer capacities for 2019, approved by the AERS Council.
The regulatory agency says that the organization of joint auctions enables a more efficient usage of cross-border capacities, in line with European regulations. Joint auctions on these borders have been organized for years now. In 2012, this way of distribution was established on the Hungarian border and the same system was implemented on the Macedonian border in 2017.
The AERS Council has also authorized the change of the regulations for the distribution of cross-border transfer capacities on the borders with neighboring system operators with which no agreement on joint auctions has been signed. The procedure of the distribution of capacities at intraday auctions has thereby been harmonized with the rules on the borders on which EMS carries out the distribution through joint auctions, AERS says.
