New Law on Tourism in Montenegro – Secret guests to rate hotels

One of the new features in the new Law on Tourism in Montenegro is the institution of a secret guest. Still, few hotel owners even know that they might be visited by a secret guest, hired by the Ministry of Sustainable Development and Tourism, Novosti reports.

– The secret guest will monitor whether the conditions are being maintained for the awarded category of four and more stars and whether the accommodation capacity standards are being met and they will rate the quality of service, staying at the facility incognito, unannounced, for at least 24 hours – the Ministry of Sustainable Development and Tourism explained.

According to the new Law on tourism, the secret guest mustn't reveal the purpose of their visit before, during and after their stay at the facility. The secret guest also prepares a report with a grade and an expert opinion on the adherence to the conditions prescribed, which is then sent to the competent ministry.

If deviations from the standards proscribed for the awarded category are determined based on the report, the document is sent to the competent inspection.

Most high-category hotel owners believe that it is good that this kind of control has been implemented. Owner and director of Hotel Sea Fort in Sutomore, Goran Lekovic, says that, with this kind of control, hotel owners enhance their business by maintaining quality.


– Such control should also be implemented for owners of private accommodation facilities as well – Lekovic says.

The owner of Kalamper Hotel & Spa in Dobra Voda, Eki Kalamperovic, also points out how important this kind of control is, as standards are much stricter initially, during the categorization.

The re-evaluation of the categorization is performed each five years.

As the summer tourist season starts soon, owners of hotels and smaller accommodation facilities expect to welcome their first guest a bit earlier this year.
