Sabac negotiating with 12 potential investors – After Yazaki, another Japanese investor to arrive

(Sabac Industrial Zone) The Japanese company Yazaki opened a factory in Northwest Work Zone Sabac on September 26, which, as it was pointed out at the opening, is the biggest greenfield investment from this country in Serbia. After the arrival of Yazaki, as we learn, there are negotiations with another Japanese company about opening new facilities in the town. Furthermore, this company is not the only potential investor either.

– We are currently negotiating with 12 local and foreign investors that have expressed the desire to come to our town – Mayor of Sabac Nebojsa Zelenovic says in his interview for our portal.

– The companies considering investments come from France, Germany, Italy, and there's another one from Japan as well. The investors come from the sectors of car industry, metal processing, construction...

There is room for new investors. The Northwest Work Zone Sabac is the biggest one in Serbia, taking up 921 hectares, of which 600 are owned by the town. Investors find it especially interesting due to the proximity of the M19 highway and Corridor 10.

The price of land in this zone in Sabac is EUR 70,000 per hectare, and the price of utility equipping is the same, which practically means, the town administration claims, that the investor gets it for free. So far, over 120 hectares have been sold.

– The Japanese company has not chosen Sabac randomly. This is the place in Serbia where the issuing of building permits takes the shortest and we also have the quickest administration. We do not sell grazing land here, but land in the industrial zone, featuring all the advantages. We have secured public transport, electricity, water, sewer, gas, a waste water treatment facility, full infrastructure... The companies operating here have the same conditions as in all other business zones in Europe – Zelenovic explains.

(Nebojsa Zelenovic, Mayor of Sabac) A special advantage of the Northwest Work Zone, he adds, is that its northern section allows for operations in the Free Zone regime for greenfield investments, on an area of 208 hectares.

Altogether, over 50 companies are active in this work zone, among them Mondi, SBE Serbia, a member of Vescovini Group from Italy, Frutti, Duga EL, Savro, Vopachel, Palco, Cedenit, Set, Mlekara Sabac, Royal De Heus, Elixir Food, Kartonval, AKS Express Kurir...

Old industrial zone filled to capacity

Unlike the Northwest zone, which is still for the most part waiting for new investors, the East Industrial Zone is nearly filled to capacity.

– There's no room in it anymore – Zelenovic emphasizes.

The former Zorka Sabac complex, the East Industrial Zone takes up over 330 hectares and contains Robno Transportni Centar Sabac AD (Goods Transport Center Sabac AD), a location meant for brownfield investments, storage and reloading of goods. The companies operating here are Elixir Zorka, Tikkurila, Hemofarm, a branch of Zelezara Smederevo, Zorka Keramika, Piramida 72, Inter Kop, and, due to its being filled, the town of Sabac formed the Northwest zone ten years ago by a detailed regulation plan. Along with the existing parcels in the northwestern section, the town bought another 600 hectares of agricultural land from the company Macva, which is now fully equipped with infrastructure, from access roads and a high voltage power network to a gas network.


First in issuing permits in Serbia

The town of Sabac has had its successful business activities recognized by the Ministry of Construction and the NALED, as their analyses place it first looking by the percentage of resolved and positively resolved building permit requests. The town administration of Sabac, according to these institutions' data, is the quickest and most efficient one when it comes to issuing permits and resolving requests in a unified procedure, which entails the documentation necessary for the construction of the facility, procedures and documents necessary for issuing building permits.

From January 1, 2016, till August 31, 2017, 2,681 requests were filed in the unified procedure in Sabac. The legal deadline for the issuing of location requirements is 23 days, whereas Sabac resolves it in 11 days, and building permits, for which the deadline period is five days, are issued in two days here.
