French-Japanese consortium wins contract for Vinca landfill – Belgrade to get facility for production of energy from waste

The City of Belgrade reached the decision on August 30, 2017, to award the contract on public-private partnership in providing the services of treatment and disposal of municipal waste at the Vinca landfill to a group of bidders, the French-Japanese Consortium of Suez Groupe SAS and I-Environment Investments Limited, at the price equaling the projected annual payments in the amount of EUR 38,278,900 with VAT, Beoinfo reports.

According to Mayor Sinisa Mali, five candidates took part in the three rounds of the competition dialogues, and the final bid was submitted by the Consortium of Suez Groupe SAS and I-Environment Investments Limited. The entire process took two years.

– The contract on the public-private partnership will be signed for 25 years, and the selected bidder, which is a private partner of the City of Belgrade, obliges to, above all, raise a facility for the production of heating and electric energy from waste. The municipal waste generated by natural and legal persons will thereby be used to produce energy – Mali specified.

He added that the heating energy produced would be taken over by the PUE Beogradske Elektrane and connected to the remote heating system.

– Furthermore, the private partner obliges to develop the existing municipal landfill in Vinca, thereby solving the decades-long problem of inadequate disposal and lack of waste treatment. The private partner of the City of Belgrade also obliges to build a new sanitary landfill, in line with the high standards and directives of the European Union, as well as to build a facility for the treatment of construction waste. In addition to the said facilities, the private partner obliges to treat and dispose municipal waste throughout the duration of the contract – the mayor pointed out.


The International Financial Corporation (IFC), a member of the World Bank Group, which acts as the adviser to the City of Belgrade in the process of PPP of the City of Belgrade in providing the services of treatments and disposal of municipal waste, provided professional help in all stages of the competition dialogue, it is added.
