Electronic submission of requests for work quotas facilitates sending construction workers to Germany – New CCIS service put into operation

Representatives of local construction companies looking to send their workers to construction sites in Germany can now send a request for work quotas to the Chamber of Commerce of Serbia electronically, through the eService portal, the CCIS reports.

This year, nearly 500 approvals for sending employees in Serbia to German construction sites have been issued. Aiming to further enhance the efficiency of reception and processing of the documentation, the CCIS has implemented the option of electronic submission of requests and the necessary documentation. The new CCIS electronic service enables businessmen to considerably save time and money, as they had to submit the documentation to the CCIS personally before the service was digitized.

Furthermore, users are notified of each change in the status of the subject (reception, beginning and end of the processing, potential additional documentation) by a text message or an email, explains Natasa Kecman, manager of the Center for Services and Mediation of the CCIS.

– In order to ensure the security of the activities, electronic requests and the accompanying documentation may be submitted exclusively by registered users of the eService portal. Registration and use are free – Kecman pointed out.

The CCIS cooperates very successfully with the German Employment Agency, which regularly submits information about confirmed individual quotas based on the consent provided by the CCIS, as well as the monthly statistics of the utilization of the total quotas for Serbia.

The approved quota for employers from Serbia for the 2016/2017 season is 2,770 workers, of which 1,080 in the construction sector. The average utilization of the Serbian quota since October 1, 2016 has been 2,026, or 73%, which is 7% more than in the previous season.

The aim of the CCIS is to help local companies utilize the offered quota fully and to have as many companies from Serbia establish contacts and sign agreements to be realized in Germany.


Business subjects headquartered in Serbia, registered for activities planned within the quotas and having a registered or planned branch/business unit in Germany may take part in the distribution of the determined maximum number of workers, the CCIS adds.

Based on the Decision by the Government of Serbia and the Decision by the Ministry of Labor, Employment, Veteran and Social Policy of October 1, 2016, performs the activities of the distribution of the employee contingent in line with the agreements on works in Germany.

Also, the Chamber implemented the commercial service of administrative procedures for the documents for the issuing of visas last year, based on the Agreement on Work Quotas with the Federal Republic of Germany, for business entities sending more than five workers to German construction sites.

This year, the administrative service for visa documents has been provided to nearly 2,100 employees. The CCIS plans to establish electronic submission of requests for this service in the coming period as well, the press release adds.
