Budget waiting for billions from EPS and Srbijagas – Two public enterprises yet to fully pay 2015 profit

It has been exactly two months since the expiration of the deadline for public and state-owned enterprises to pay a part of the 2015 profit to the state budget. The final date was November 30, 2016. A total of around RSD 10 billion should have been paid to the state budget, but Elektroprivreda Srbije (EPS) and Srbijagas haven’t yet fully paid their contribution.

Around RSD 5.5 billion, half of their profit, is expected to be paid by EPS. The enterprise was paying a part of its obligations throughout the year. By August, they had already paid RSD 1.3 billion and another billion for liabilities towards the Paris Club.

– Based on the profit made in 2015, the largest amounts paid to the budget in 2016 came from PE Post of Serbia, in the amount of RSD 2.13 billion, and Elektromreze Srbija, in the amount of RSD 1.7 billion – Novosti learns at the Ministry of Economy.

– The decision on the distribution of the EPS profit is in the process of being approved by the founder and a payment of RSD 5.5 billion is expected.

Looking by percentages, the Post of Serbia paid 70% of its profit to the founder. As for EMS, around 60% of their profit was paid to the budget. The Government has not yet approved the planned amount to be paid by Srbijagas, and the amount remains unknown. In 2015, after years of operating with losses, they finally ended the year in the black by slightly under RSD 3 billion. The law says that public enterprises need to pay at least half of their profit to the state budget, but nothing stops them from being more generous. Dipos paid RSD 118 million.


The payments of public and state-owned enterprises pushed the budget income forward last year. Non-tax revenues were RSD 30 billion higher than planned.

Last year, Telekom paid slightly under RSD 9 billion to the state budget, a little over a half, around 55% of its profit. This year, the budget of Serbia is counting on a total of around RSD 15.5 billion from companies whose sole or majority owner is the state.
