Government of Serbia adopts National Action Plan for Employment – Around EUR 300 million for new jobs

The Government of Serbia has adopted the 2017 National Action Plan for Employment, according to which at least RSD 2,800,000,000 will be set aside form the budget and RSD 550,000,000 from the budget fund for professional rehabilitation and employment of persons with disabilities for the realization of the program and measures of active employment policy and measures of rehabilitation of persons with disabilities.

Additional funds will be available from the budget of the Autonomous Province of Vojvodina and local self-government units.

The document states that the total number of employees aged 15 to 64 in 2015 amounted to around 2,470,754, which is an increase of 25,000 compared to 2014. However, in the first quarter of 2016, the number of employees dropped by around 22,000.

The National Employment Service notes in that section of the report that there was a reduction in the number of citizens of a working age at the beginning of the year, along with an increase in active populace. The total number of employees in 2015 amounted to 550,905, which is fewer by 56,500 compared to a year before, but, in the first quarter of this year, the number of the unemployed was higher by 51,000 compared to late 2015.

The employment rate at the beginning of the year was 52.1%, and the rate of the unemployed was 19.7%.

Half of the unemployed in 2015 belonged to the youngest two groups – 15 to 24 and 25 to 34. The unemployment rate of the young was 16.6% in 2015, and in early 2016 it was 16.2%. At the same time, the unemployment rate of the young was 43.2%, and at the beginning of this year it even reached 44.2%. The report states that, last year, of 779,963 young people, 552,117 were inactive, 98,343 were unemployed, whereas 129,502 worked.


The amount of subsidies for employing those from the category of more difficult to employ for 2017 has been defined in line with the degree of development of the municipalities. The fourth development group, consisting of those at 60% of the state average and the devastated areas, stands to get subsidies of RSD 250,000 per person. The third group (60-80%) stands to get RSD 200,000 per person, and the second one (80-100%) RSD 150,000.

The 2017 National Action Plan for Employment envisions a service package for surplus employees, as well as persons without qualification, with low qualifications and those unemployed in the long term. They will have priority in being included in the measures of the active employment policy by being involved in active job seeking, additional education and training programs, public works, the program of acquiring practical knowledge...
