The construction of access routes to Prokop on hold – Company Ratko Mitrovic Niskogradnja complains against the tender outcome

The construction of access routes around the railway station Prokop haven’t yet started. After many months of scrutinizing and reviewing the tender procedure, which has a different form in case of participation of foreign companies, it was finally announced at the beginning of the month that a consortium headed by the Austrian Strabag had been selected.

Nevertheless, the contractor has still not entered the construction site, and the beginning of the construction has been delayed due to the complaint of the local company MBA – Ratko Mitrovic Niskogradnje, after which the procuring entity stopped all further activity in the public procurement procedure.

The construction company says that they have submitted a request for the protection of rights of bidders.

– The procuring entity hasn’t acted in line with the Public Procurement Law for cases when foreign companies are also bidding. One of the Law’s articles provides that, in such cases, foreign companies must offer prices lower by 5% than those offered by local companies, which wasn’t honored this time – Ilija Djordjevic, the director of Ratko Mitrovic, explained the reasons for dissatisfaction with the tender.

Djordjevic added that they had done everything in their power and that the further outcome of the public procurement procedure, the selection of the contractor and the construction work was fully up to the Commission.


Strabag, together with the local enterprise Vojvodinaput form Pancevo, has gotten the job of building access routes to the railway station Prokop, as it was decided four months after the tender, in which eight bidders participated, had ended. According to the tender documentation, a route with complete infrastructure should be built, as well as the bridge construction.

The estimated value of the public procurement is RSD 440 million. MBA – Ratko Mitrovic Niskogradnja offered RSD 331.9 million, whereas the consortium headed by Strabag offered RSD 317.4 million.
