Official transit system is starting October 1, 2015 - What new things is Customs directorate implementing?
Mutual transit system, if everything runs smoothly, will start October 1, 2015, the Customs Directorate representatives announced.
Mutual transit is a transit between all countries members of the Convention on mutual transit signed by 28 EU countries, ETFA countries (Lichtenstein, Norway, Island and Switzerland) as well as the Republic of Turkey.
Veselin Milosevic, the acting assistant head of the ITC Department at the Customs, explained that the institution works on the implementation of mutual transit system and as he explained if delays happen after all, mutual transit system will be put into operation by the end of the year latest.
Thus, as he said, Corridor 10 wil be much more attractive for goods transit.
At the meeting of the Slovenian business club, held last night at the Astoria hotel in Belgrade, he reminded that the New computerized transit system (NCTS) started January 25 and that so far 200 shipping companies has been using it and on the average, more than 3000 electronic transit declarations is issued on daily basis.
With the implementation of NCTS, automatized export and import system, we will fully align procedures with EU.
- Our plan is to, when we finish automatizing transport system, start working on export automatizing, and after that, the most complex system of import automatizing.
As one of the most important new things in legislation, Milosevic mentioned authorized legal entities which will custom goods in simplified method.
- As for now, five companies have submitted a request for authorized legal entities. They are strong, big companies. Check of terms compliance has been in progress and the first certificate will be delivered these days – Miloevic announced and added Serbia will be the first country in the region with OPS.
Speaking about simplified procedures, Milosevic mentioned that authorized senders and receivers who have the right to transport goods directly from the border into their space and all communication is via electronic messages.
The system implementation will speed up procedure of confirmation of the collective dispatch receipt and it will also enable simplified transit procedure for a sender.
There is another new thing for businessmen, Danka Jovanovic, the head of the Department for intellectual property protection at the Customs Directorate, announced.
- New regulation on terms and method of implementation of measures for protection of intellectual property rights is coming into force September 1. The biggest news refers to control of dispatch which have been left out so far from customs control.
She also said statistics show that textile products are the first listed when it comes to smuggled goods.
Dusko Marinkovic, also spoke about projects of the Customs and Vladimir Filipovic, the head of the Department for goods origin spoke about goods origin.
